Bryce Gee
BRYCE GEE has a broad public-interest practice focused on government, insurance regulatory, administrative, and election law. He represents state agencies, local governments, public officials, and consumer organizations in large-scale and impact litigation.
Mr. Gee has significant trial experience and has successfully argued in trial and appellate courts. He is a regular speaker and recognized expert on administrative law and administrative writ practice.
Representative cases include serving as special counsel to the California Insurance Commissioner and Department of Insurance in administrative and court proceedings against a health insurer being prosecuted for violating the state’s insurance laws. That insurance company was ultimately found to have committed nearly one million violations of law and penalized $173 million in a landmark precedent decision issued by the Commissioner, In the Matter of PacifiCare Life and Health Insurance Co., UPA-2007-00004.
Mr. Gee has also represented consumer groups in Proposition 103 proceedings challenging the rates charged by insurance companies. Among other things, Mr. Gee successfully defended against an insurer’s attacks on the consumer-participation provisions of Proposition 103, vindicating the rights of consumers to participate in proceedings to approve the rates they will be charged, State Farm v. Lara (2021) 71 Cal.App.5th 197. Mr. Gee also obtained for his clients the largest attorneys’ fee award imposed against an insurer in Proposition 103’s 35-year history.
Mr. Gee previously served as elections counsel to a city council to develop procedures for and to conduct an administrative election contest challenging the residency of an elected councilmember. Following that proceeding, Mr. Gee oversaw an independent investigation of the city’s election practices, resulting in a comprehensive investigative report and recommendations that the city adopted in full. Mr. Gee also served as the compliance officer for the Ventura County Campaign Finance Ethics Commission, investigating and enforcing the County’s campaign finance laws.
Mr. Gee graduated Phi Beta Kappa from Cornell University with a B.A. in Economics and received his J.D. from Yale Law School. In law school, he served as an editor and on the admissions committee of the Yale Law Journal.
